Dear Hickling,
We spoke about Hong Kong's fisheries and agreed that an informal meeting should be held in your room on Saturday, 16th February, at 11 a.m. to discuss with those concerned what action should be taken.
Dr. Herklots has prepared a memorandum summarising the problem and raising questions which should be dis- cussed. I attach a copy of Dr. Herklots' paper which I suggest may be used as a guide for Saturday's meeting.
I am copying this together with the enclosure to Burt, Herklots, Miss Ruston and Sedgwick of C.A.S., Hong Kong.
